Paper on the Fallacy of New Money Needed for Budgeting for Progressive Pay for Teachers (Increment Costs)


The continued and repeated misperception of the new money needed to fund experience increments for teachers (and others) prompted this writer to go to the lengths contained in this paper to tie down the subject hopefully once and for all.
